The advertisment only said "New" and "Rate Increase," and going by precedence and wording there was no reason to believe that Ancilla's rate would be 1/5th the rate of the other two new characters. What isn't par the course is having a smaller rate increase for a specific, extra-desirable, and limited character despite advertising said character alongside other newcomers with higher rates. Selective rate-ups and absurdly low rates are par the course. Using that image, what you see is that the drop rate for those two equally-new characters was 4-5x higher (64 and 61 vs 13) than Ancilla, and Ancilla herself had a rate-up barely higher than standard deviance on some non-event characters (13 vs 12 and 11, other characters are 2-10).
